Programme Structure

The programme is structured in 5 modules, listed below in order of study.

01

Legal, technical and environmental foundations of pollution and its regulation in industrial, maritime and urban activities

  • Contamination concept from the legal, technical and environmental perspective: sources, vectors, recipients and associated damage
  • Typologies of regulated contamination: atmospheric, water, soil, acoustic, light, thermal and dangerous substances
  • Guiding principles of environmental law applied to pollution control: prevention, precaution, correction at origin and responsibility
  • Relationship between economic activity, environmental risk and need for regulatory intervention on emissions, discharges and waste
  • Basic regulatory instruments: emission limits, authorizations, licences, environmental quality standards and control plans
02

Regulation of atmospheric emissions, air quality and regulatory control of fixed, mobile and industrial sources

  • Air pollution regulatory framework: channelized, diffuse emissions and mobile sources subject to control
  • Critical air pollutants: particles, NOx, SOX, VOC, CO, tropospheric ozone and dangerous air pollutants
  • Limits, authorizations and monitoring obligations in industrial, energy, logistics and transport facilities
  • Measurement and verification systems: continuous monitoring, isokinetic campaigns, emissions inventories and data traceability
  • Reduction, contingency and adaptation plans to critical air quality episodes: operational and regulatory obligations
03

Regulations on discharges, water quality and prevention of water pollution in coastal, industrial and urban environments

  • Water pollution regulatory framework: industrial, domestic, port, agricultural and maritime discharges
  • Regulated parametres of quality and discharge: pH, BOD, COD, solids, nutrients, metals, hydrocarbons and indicator microorganisms
  • Operator Authorizations and Obligations of the Operator: Limits, Download Points, Self-Control and Periodic Report
  • Regulation of effluents, process waters, contaminated runoff and discharges in sensitive receptor bodies
  • Monitoring, sampling and chain of custody to verify compliance in terms of water pollution
04

Regulation of waste, hazardous substances and soil contamination with a focus on traceability, storage and final disposal

  • Regulatory Waste Classification: Hazardous, non-hazardous, special, industrial, sanitary and differentiated management
  • Regulatory requirements for segregation, labelling, temporary storage, transportation and delivery to authorized manager
  • Hazardous and polluting priority substances: Safety tokens, compatibility, document control and management obligations
  • Soil pollution prevention and regulation: spills, infiltrations, environmental liabilities and remediation obligations
  • Traceability systems of waste and polluting substances: records, manifests, evidence and audit of movements
05

Practical application of pollution regulations and final diagnostic project and environmental compliance plan

  • Identification of the regulatory framework applicable to an activity, facility or project with significant polluting potential
  • Diagnosis of compliance gaps in emissions, discharges, waste, storage of substances and operational control
  • Design of an Environmental Compliance Plan: Obligations, Schedule, Responsible, Indicators and Verification System
  • Preparation of monitoring, reporting, incident response and document management procedures for inspections
  • Assessment of the legal and environmental risk of the activity analysed: Criticality, sanctioning exposure and mitigation measures
