Curriculum

Programme Structure

The programme is structured in 5 modules, listed below in order of study.

01

Fundamentals of drill planning, emergency management and organisational framework for the design of operational exercises

  • Concept, purpose and typologies of simulations: evacuation exercises, technical response, operational continuity, comprehensive emergencies and multi-risk scenarios
  • Relationship between drills, emergency plans and management systems: integration with internal protocols, risk matrices and organisational preparation requirements
  • Strategic and operational objectives of a drill: Validation of procedures, training of personnel, detection of gaps and strengthening of coordination
  • Methodological principles for the design of exercises: realism, traceability, gradualness, participant safety and evaluative utility of the scenario
  • Roles, responsibilities and command structure of the drill: Exercise direction, controllers, evaluators, observers, participants and support teams
02

Risk analysis, scenario construction and definition of technical objectives for high quality drills

  • Identification of threats and dangers relevant to the planning of the drill: fires, leaks, technical failures, accidents, natural phenomena and complex events
  • Use of criticality matrices and impact analysis to prioritise training scenarios according to exposure, vulnerability and potential consequences
  • Scenario Technical Construction: Triggers, Sequence of Events, Initial Conditions, Operational Restrictions and Expected Evolution of the Simulated Incident
  • Definition of measurable objectives of the exercise: response times, communication quality, use of resources, procedural compliance and control of the incident
  • Scaling of difficulty and progressive design of complexity: partial, functional, integral, tabletop and exercises with multiple critical variables
03

Operational design of the drill, logistics planning and coordination of human resources, technical and materials

  • Preparation of the simulation plan: scope, schedule, participants, resources, sequence of actions and supporting documentation
  • Exercise logistics planning: spaces, accesses, signage, equipment, communications, inputs, traffic control and security support
  • Participation and Participation Preparation: Previous Briefing, Functions, Exercise Rules, Performance Limits and Interaction Criteria Between Teams
  • Coordination with internal and external services: safety, maintenance, occupational health, brigades, authorities and support agencies if applicable
  • Management of technical means during the exercise: alarm systems, radio communications, timing, registration tools and simulation devices
04

Execution of the drill, control of the development of the exercise and management of information in real time

  • Activation and launch of the drill: Start signal, startup conditions, initial communication and start-up of the stage
  • Role of the exercise manager and the control team: monitoring of development, introduction of incidents and assurance of the coherence of the script
  • Structured performance observation: reaction times, compliance with procedures, decision-making and individual and collective behaviour
  • Communications management during the drill: Information flow, critical messages, report traceability and coordination between operational areas
  • Introduction of injected variables and controlled stress events: Impairment of the scenario, mock victims, system failures and context changes
05

Capstone Project for planning, executing and evaluating a drill applied to a real or simulated environment

  • Selection of the operational context and definition of the case study: installation, organisation or activity, critical risks and objectives of the exercise
  • Full Drill Design: Scenario, Schedule, Participants, Roles, Resources, Communications, and Safety Measures of the Exercise
  • Preparation of the technical documentation: master plan, scenario script, evaluation checklists, briefings and registration formats
  • Exercise execution and control simulation: activation, operational sequence, incident management and performance monitoring
  • Development of the evaluation system and improvement plan: indicators, expected findings, corrective actions and organisational feedback mechanism
